Severity, repetition, immediate risk, and the server rules determine the appropriate response.

Progressive action

The response can progress from a warning to a longer exclusion when the context justifies it.

Exceptions

A serious situation may require immediate action without going through every intermediate step.

Every sanction must retain a verifiable reason.
