Define a module's overall availability without modifying local data.

Scope

The global state applies to the Luméo service above local server configurations.

Priority

A module blocked globally must not be made available by an individual server.

Data

Changing the state must not mix or automatically delete progression data.

Retain the author, previous state, new state, and reason.
